So, only after a table's runner tells HQ they're done with, say, Temple District then we can move to Seer's district?

Nope. The "house" must have enough successes (completed encounters) to claim a district. When a district is claimed then another district will be discovered and parties can move to the new district. It is not just your table but all the tables in the interactive together that will claim districts. Remember to send a runner to HQ after each encounter.
Although if your table goes to the temple district first and runs out of things to do, they could go to the armory district and do things there.

When the act begins, the only places the PCs can go is the initially known two districts until the house calls out what new districts have been discovered and become available to begin exploring.

So if we bought our Badge and need to request a refund of it and game costs, who should we see when we arrive? Is there a customer service line, or would we need proof from Jacque first, or do we have to wait until the end of the con after we've run the games? First time I've done this and I'm going to be running around like a headless chicken all weekend so i'd like to get as much info as possible.
Also, did we ever hear about them not listing 5-99 and 6-3 in the booklet? Will those tables actually be run? If we wanted to play on one how would we go about that?
